"On E!'s post show at the red carpet of some party, Jon Favreau said that Fox exercised its ['Gulliver's Travels'] option on Emily Blunt, and that she definitely won't be in 'Iron Man 2'," so read the report from The Playlist. Furthermore, the blog made note that though chatting about Blunt's possible exit, Favreau didn't give any hint on other potential candidates, including Scarlett Johansson.

It is explained that Fox may resolve to use the option to make sure Blunt takes the role of Lilliputian princess and Gulliver's love interest due to the scheduling conflicts of the two movies.
