The casting sheet for the new FOX pilot even asked for an actress to play a 'Miranda Otto-type' character.

AceShowbiz - Miranda Otto has joined FOX's reboot of "24" as the new female lead. The "Lord of the Rings" actress was the producers' first choice to play the role of Rebecca Ingram, a character which was described as "a Miranda Otto-type" on the casting sheet.
In the "24: Legacy" pilot, Otto will portray the "blazing smart former head of CTU. Now married to Senator John Donovan, Rebecca is struggling with second thoughts about having left counterterrorism agency." The role of Donovan is yet to be filled, but the project has found its male lead.
"Straight Outta Compton" star Corey Hawkins was recently cast as military hero Eric Carter who returns to the U.S. with troubles that follow him. He was compelled to ask CTU for help in saving his life, and stopping what potentially could be one of the largest-scale terror attacks on American soil.
Unlike the original "24" star Kiefer Sutherland who became the sole protagonist for all nine seasons, both Otto and Hawkins will effectively play the co-leads. The show is written by "24" scribes Manny Coto and Evan Katz, and directed by Stephen Hopkins, who helmed the original "24" pilot. None of the cast from the original series are expected to make a cameo on "Legacy".
