When gym owner Matthew Burke is cooked alive in his sauna, Laura Diamond (Debra Messing) and the team follow a lead to a gym member, Julie. At Julie's bike shop, they find a piece of gym equipment that matches wounds on Matthew's head, as well as evidence that Julie and her husband were building explosives with C4. Matthew's widow, Cecelia, who works at the Department of Buildings, helps pinpoint the couple's target: the NYPD Admin Annex. They wanted to crack the department's property vault, which would corrupt evidence for thousands of cases - but Matthew caught them stealing Cecelia's blueprints, so they killed him. After a harrowing shootout, Laura and Jake Broderick (Josh Lucas) arrest the perps for murder. The local police chief is furious with Captain Nancy Santiani (Callie Thorne) for not filling him in on the heist, but Laura covers for her and says she was tactically withholding information.
Jake continues to persuade Laura to go on a date with him, but Laura says she'll only agree if he'll get a second opinion about his heart condition. He finally agrees, so she owes him a date - as long as he brings a doctor's note for proof.
Meanwhile, Billy Soto (Laz Alonso) wants to introduce Meredith Bose (Janina Gavankar) to his parents. Meredith reminds him they need to keep a low profile to keep their jobs, but Billy says he wants to go public, and she can't help but share in his enthusiasm.
