Earl ended up the courthouse after a mishap involving putting money in parking meter. While waiting in line for the metal detector, he recognized a girl from his childhood, Gwen Waters. He also remembered that she was on his list. She was number 147, 'shot Gwen Waters in the ass with a bb gun'.
After talking to Gwen, Earl realized that she had bigger problems then being shot by a bb gun. It turns out, Gwen's dad left the family shortly after the gunshot incident. She hadn't seen her father in over twenty years. Earl was determined to reunite the father and daughter. He found Gwen's father, Paul, drunk and living in a trailer park outside of town.
Earl and Randy brought Paul Waters back to Camden County so he would be reunited with his daughter. Only problem was that Paul very intoxicated and kept causing trouble even when they went to the grocery store. That wasn't the end of their worries; Paul escaped, but was later found back at his trailer. Randy and Earl locked him up in there and took away his booze
Earl informed Gwen that he was going to reunite her with her dad. She thought Earl was crazy and told him she wanted nothing to do with her father. When Earl returned to get Paul, he found Randy on the doorstep. Randy told Earl that Paul barricaded himself in the trailer with all the booze that they were trying to hide from him.
Earl brought Paul to his daughter's work to try to reunite them. Gwen was able to see how drunk and pathetic her father had become over the last twenty years. She considered seeing her father in that condition enough closure for all of the pain he caused her in the past. She thanked Earl and gave him permission to cross her off his list.
