The resolution was passed unanimously by participants from 120 different organizations in 49 countries, working with Costa Rica. It provides concrete guidelines for governments to ensure the safety and inclusion of communities by focusing on re-entry support, combating the stigma of incarceration, and promoting economic inclusion.
This resolution is the culmination of over two years of hard work, beginning with a statement from 74 countries to the Human Rights Council in 2021. A study on effective practices followed this year, leading to negotiations that secured its adoption.
Speaking on the significance of the resolution, Kim Kardashian expressed that individuals leaving prison or on supervision should not be treated as outcasts but deserve human rights and a second chance. She praised the REFORM Alliance and its coalition of advocates for leading this global effort.
Beyond its work on this resolution, the REFORM Alliance has had other successes. In 2020, it secured the passage of AB 1950 in California, limiting probation periods for criminals. The organization continues to work alongside lawmakers and advocates to reform probation and parole policies in various states.
