As Claudette investigates his ties to the local drug trade, Vic turns to his former mentor, ex-cop Joe Clarke. With Joe still bitter over the circumstances that forced him to retire, Vic offers to help him get some revenge after they run up against Fleetwood Walker, the gang member whose million-dollar lawsuit cost Clarke's job. Meanwhile, as an amputated arm found on the street leads Dutch to suspect it's the work of a sadomasochist whose victim could still be alive, the investigation into Danny's shooting of an Arab immigrant gets underway.
