As the arrest of a smalltime cockfighter presents an opportunity to bring down notorious fugitive Pazi Aranbula, Assistant Chief Ben Gilroy seeks Vic's help in covering up his involvement in a hit and run. But, as Vic tries to ensure the investigation uncovers nothing more than a routine gang killing, news of Gilroy's girlfriend in the neighborhood suggests that he isn't telling the whole truth. Meanwhile, a double homicide stemming from a slow response to a 911 call risks jeopardizing Aceveda's political future. After Vic convinces a witness to the hit and run to claim it was a gang hit, he's stunned when Gilroy shoots him dead. And word that the missing girlfriend was being used as a front for some large real estate investments give Vic even more reason to question Gilroy's motives. Meanwhile, as Shane goes undercover as a bird owner to snare Pazi, Gilroy leaves Aceveda to defend the questionable deployment policy that permitted the murders. At the motel where he's been staying with the daughter of one of the murder victims, Aceveda and Claudette arrest the killer. And as Gilroy offers to cut Vic in on the profits from his shady real estate ventures, Shane sets up Pazi for an arrest, and then stuns Lemonhead by knocking the gunrunner unconscious before turning him over to a Mexican bounty hunter for the reward. Finally, Gilroy's implicit threat against his family forces Vic to place them in hiding. And as a leak of the 911 tape puts David squarely in the hot seat, a riot erupts as angry residents take their frustrations with the police to the streets.
