Asami, Mako, and Bolin move to Air Temple Island. Korra and Tenzin attend the induction ceremony of Chief Saikhan, who lauds Tarrlok as being the only person effective at quelling equalists and vows to support his task force. When Korra refuses to re- join Tarrlok's task force, he calls her a half-baked avatar in training. To Tenzin, Korra expresses frustration with her inability to airbend. Tenzin explains how Aang had help from his past lives when he was learning and asks Korra to meditate on her "visions," thinking Aang may be trying to communicate with her. Asami, Mako, Bolin, and Korra have success fighting equalists, but Tarrlok warns Korra not to get in his way. The next morning, Tarrlok's new law is passed, making equalist involvement illegal and placing a curfew on all non-benders in the city. Team Avatar leaves to quell a large equalist rally, but only find a massive group of non-bending citizens roped off because they'd broken curfew after their power was shut down. Korra tries to free them but Tarrlok arrests her friends to stop her. Tenzin learns he can do nothing until the council meeting in the morning, so Korra decides to confront Tarrlok herself. She tells him that he is persecuting non-benders exactly how Amon says they are. Tarrlok tries to blackmail her for her friends' freedom, but Korra refuses. They battle, and when Korra has the upper hand, Tarrlok uses bloodbending to stop her. When Korra asks how he can do this without a full moon, he replies that there are a lot of things she doesn't know about him. Tarrlok kidnaps Korra, who has another flashback of Aang and the others grown up fighting a bloodbender in court.
