Synopsis

While a committee of stakeholders works on the education bill, Underwood travels to his home district to address a smear campaign. A political rival is blaming Underwood for the death of a 17 year-old woman. Underwood and his rival compete for the favor of the dead woman's parents; Underwood wins by feigning humility before them. Claire hires a new manager for her non-profit. Russo's girlfriend is offered a job in the Speaker's office but turns it down. Barnes angers her editor by discussing their newspaper on television.
