From his tricked-out van in New York City, a fat, bespectacled man coordinates the assassination of a target in Afghanistan. The fat man is Goggles and his brother and partner in crime, Hicks, is the hit man pulling the trigger.

One month later: in the desert scrubland 200 miles east of Palm City, Fleming meets with Goggles. He wants the brothers to kill The Cape and he'll pay double if they can do it within 24 hours.

The Carnival of Crime is attempting to crack a stolen safe when Vince interrupts. His ribs are broken and he needs pain pills. Max tells him he needs more than that - and orders him to take the day off.

Pretending to be Scales, Goggles and Hicks lure the Cape to a church with a fake email. Once there, both the Cape and Scales realize they've been duped and they get into a fight. Hicks uses the distraction to shoot the Cape with an imperceptible microscopic tag, a device that will transmit all of Vince's bio-data.

Vince and Orwell sit in a diner trying to figure out what was going on with Scales. Hicks, who's posing as another customer, sits at the counter recording their every move with a camera that's hidden in his hat. That information is immediately fed back into Goggles' computers.

Watching the news on TV, Dana watches as Fleming names Marty Voyt as Palm City's new chief of police. Trip interrupts, saying he wants to quit baseball because no one likes him. Vince watches them quietly from across the street.

As Vince watches his broken family from a distance, he himself is being watched by Goggles and Hicks. The assassins like to learn all they can about their victims before killing them. They move with Vince as he travels to a park while he watches Trip practice baseball.

In a park, Orwell and Vince are discussing the bogus Scales email when they're attacked by the Bumblebee, a flying robotic device that shoots bullets at them. Hicks is controlling it by remote control. The Bumblebee corners Vince but he uses the cape to smash it into a wall. Vince gives his attackers a sinister look through the device's damaged camera.

Trip attaches a webcam to his fire escape, hoping to capture footage of The Cape. A kid from a neighboring apartment pops up and introduces himself to Trip. He's a geek, but the only kid who wants to be a friend.

At Marty's celebratory party, Dana confronts him about the homeless people who saw Vince being framed and the ARK police who removed them from the city. Marty's wife Susan asks her to leave. As she does, Goggles and Hicks turn off the power to Palm City, plunging it into darkness.

Orwell checks Vince for a tracking device and finds one embedded in his back. She cuts it out. Back in the van, Hicks suits up - he's going hunting for Vince. As Orwell reminisces about her father they're interrupted by a hail of bullets. It's Hicks.

Vince takes on Hicks in hand-to-hand combat and knocks him out. Vince and Orwell then take Goggles' van (with Goggles in it) - but Hicks has recovered and jumps onto the roof. They manage to throw him off and speed off into the night.

Fleming meets Hicks. His hired killer has a strand of the cape for him - but no dead body. Hicks is about to also turn over the computer chip with all of the Cape's personal info when Fleming fires him - so he keeps it.

Vince and Orwell are sitting in the diner when they're joined by Hicks. Hicks tells Vince the only reason he's alive is because they were fired - but that might change one day.

Hicks offers him the computer chip in exchange for Goggles. Vince won't tell him. Orwell does - saying he's in Owl Island prison. Hicks leaves.

Back at the Carnival of Crime, Max asks Vince how his day off was. Vince says he's had better.
