Frank Moses makes an unforgettable entrance in the premiere of Mayor of Kingstown season 4. He is first seen standing over victims tied to a train track, swiftly executing numerous Russians before vanishing without a trace. By episode 2, Moses begins establishing his influence, introducing himself to Bunny, the leader of the Crips, and eventually meeting Mike McLusky. His formidable reputation precedes him; both Mike and his secretary, Rebecca, are keenly aware of his notorious activities.
