Governor Gavin Newsom has already signed two AI bills, but over 125 artists, including Jane Fonda, Shonda Rhimes and Pedro Pascal, have penned an open letter urging him to sign Senator Scott Wiener's SB 1047.
SB 1047 would mandate AI developers in California to implement safety measures before training their models. Companies like OpenAI oppose the bill, along with former House Speaker Nancy Pelosi. However, the bill's proponents contend that it merely codifies voluntary safety commitments already undertaken by AI firms.
Last week, Newsom signed two AI bills into law, expanding the scope of the state's postmortem right of publicity and offering increased protections for artists regarding contract agreements over the use of their digital likenesses.
The artists' open letter highlights the urgent need for AI regulation, citing warnings from industry experts and a recent open letter from former and current employees of leading AI companies, including OpenAI, Google DeepMind and Meta. These experts emphasize the potential severe risks posed by advanced AI models, such as cyberattacks and the proliferation of biological weapons.
The letter acknowledges the support for the bill by 77% of Californians and implores Newsom to prioritize the well-being of all residents, not just the interests of a few Silicon Valley giants.
Amidst the ongoing debate, Newsom has not yet taken a stance on SB 1047. The deadline for his decision is Monday, September 30.
