Executive producer Dave Erickson confirms it was 'Sons of Anarchy' alum Callie who appeared toward the end of the first half of the season finale, playing a man whom Ofelia ran into in the desert.

"Fear the Walking Dead" has added a new character who was introduced in the season 2 finale. A man appeared toward the end of the first half of the season finale, giving a threatening welcome to Ofelia in the desert as he said, "Buenos dias, senorita. Welcome to America," while holding a gun to her head.
With the sun shining behind him, it was a bit difficult to see the actor's face, but some noticed that he's Dayton Callie, who played Wayne Unser on "Sons of Anarchy". Executive producer Dave Erickson confirms this in a live interview with ComicBook.com's "Walking Dead Insider" and shares some details about the character.
"He's definitely rough, he can be violent when he has to be. But there's a certain moral compass there as well," Erickson revals. "But we find out that his past is a little bit darker, his relationships are a little bit darker, some of the things he's done in the past are gonna come back to haunt him."
Erickson adds, "I'm really anxious to get Kim and Dayton into scenes together again." Dayton previously worked alongside Kim Dickens on "SOA" and "Deadwood".
Showrunner Dave Erickson also tells EW that Callie will definitely return in season 3.
