David and Megan are on their way out to pick up breakfast when Ben Blakely, a former surveillance subcontractor for the FBI, bursts into the building and shoots agent Max Martinez, who survives. After the shooting, David and Ben end up with guns trained on each other in an elevator that Ben has stopped between floors. David calmly tries to convince Ben to give himself up, but Ben is extremely paranoid, and obsessed with the idea that Agent Martinez had him under surveillance. The problem is, Ben has no idea why.
Outside, Don and the team work with SWAT to come up with a strategy to get David out alive. However, communicating with the paranoid Ben is difficult, and when he spots a fiber optic camera he flips out, demanding that he not be watched. With no way to see into the elevator, formulating a plan of attack is next to impossible.
Liz and Megan investigate Ben's claim that he was being watched, and discover that he had in fact been under surveillance. Agent Martinez, who was about to take a job for a politician, had been illegally and unethically using Ben to snoop for his new boss. The opposing political team began performing counter surveillance on Ben. Armed with this information, a compassionate David is able to talk Ben down and gets them both out of the elevator alive.
