At the behest of a client, Ben and Kate head to Lake Tahoe to sort out a jurisdictional dispute between the Nevada and California police departments. A body has been discovered on the state border, and thanks to some maneuvering on Ben's part Kate is granted the authority to decide who gets the case. Only problem is, Kate is less interested in picking sides than in getting justice for Carmen Cedeno, the 16-year-old girl whose body was found on the site. With Carmen's brother-a Nevada cop-out for blood and his top suspect being bullied into silence by his well-connected father, solving the mystery of her death won't be easy. Which means that Kate and Ben will have to spend more time in Tahoe than anticipated-alone time which may not have been exactly accidental on Ben's part.
While Ben sequesters Kate in the mountains, Justin is back in the city dealing with a seemingly unwinnable hate crime case dumped on him by his antagonistic boss, the San Francisco DA. With help from Lauren, Justin tackles the tough case and gets an important reminder that some things are worth fighting for. And unfortunately for Ben, Kate may just be at the top of that list.
