A neighborhood shooting leaves a 10-year-old girl dead in the street, but it's more than just another murder. Mya Watkins was a key witness in a robbery that fingers a hot basketball prospect named Derrick Grant. No eyewitness testimony, no charges. Moreover, the murder occurred in Atwater's neighborhood and he vows to bring the murderer to justice.

Some key digging lands a connection between Grant and his uncle Tucker, a known criminal serving time in federal prison. Seems like a solid lead... until ATF forbids Intelligence from contacting Tucker due to his ongoing cooperation in a separate investigation. Atwater pleads with Voight to send him undercover and Voight relents, sending him and Ruzek as undercover prisoners. Antonio joins them in the prison as an undercover guard.

But no sooner do they plant themselves in the prison than a deal goes down that lands Tucker in protective custody, an area off-limits to the average prisoner. In order to join Tucker there, Ruzek takes a major risk and starts a riot in the dining hall - by targeting Atwater. The move works, and whisks a bruised Atwater into protective custody. Unfortunately, after reviewing tape from the incident and identifying Ruzek as the cause, guards remove him from general population... and into solitary confinement.

Meanwhile, Platt orders Burgess and Roman to act as guides to young Police Explorer candidates, a program Roman credits with his own interest in police. Even with Roman's game involvement, the boys ditch him halfway through and steal the new commander's vehicle. Platt later explains she lied about the boys - they're not Explorers, they're at-risk youth. After Roman and Burgess retrieve the car and the kids, Platt admits her error in judgment and resolves to lock the group up for their actions. But Roman decides to let the kids off the hook. Everyone gets one chance, even if they don't deserve it.

Roman takes a different view with Olinsky when yet another tense encounter between the two ends with Roman explaining the reason for his attitude. In 2007, Roman's partner took a couple of bullets during an undercover sting where they provided support for Olinsky and his team, except Olinsky chose to follow the shooter and not help Roman's wounded partner. Even though Olinsky believes his move resulted in a good arrest, Roman stays firm. His partner's in a wheelchair now, and Olinsky could have prevented that.

Back at District 21, Voight and Olinsky pull Grant in for questioning - he denies any connection to the murder. Voight issues him a stern warning, but it's not until Lindsay and Halstead track down the shooter's car that Voight and Olinsky use their patented form of rough interrogation on a crooked manager at the impound lot. He yields under pressure and the case finally breaks with the discovery of the shooter's name - Martel. Intelligence raids Martel's apartment and, after a brief tussle, take him into custody where he admits to killing Mya - under orders from Tucker.

In protective custody, Atwater uses the newfound intel and makes contact with a skeptical Tucker, posing as a go-between sent by Martel to demand a larger cut from Mya's murder. Tucker's response indicates his involvement - and Grant's role. But before Atwater can relay the confession to Intelligence, one of Tucker's henchmen outs Atwater as a cop. Atwater fights off the henchman and knocks away Tucker's shiv. In a rage, Atwater beats Tucker until Antonio pulls him away. They have their man now.

After careful consideration and some support from Halstead, Lindsay finally agrees to meet up with the persistent Steve Kot, an assistant state attorney. He reiterates the offer on the table - control of her own strike force for the Feds. She remains cautious - would this task force help prevent crimes like the murder of a 10-year-old girl? He says yes, and Lindsay appears intrigued...
