Another day in South Arlen brings floods and chaos to the city. Hank, being a certified evacuation leader, takes charge and sends the people of South Arlen to Tom Landry Middle School where an evacuation area has been set up. Hank stays behind to evacuate the neighborhood but unfortunately he waits too long. The streets become flooded making it harder for him to reach the shelter and he is stranded at the Tut Rampy Dam.

Hank seeks refuge inside a deserted control room and regretfully becomes the monitor of the dam when he answers the red emergency phone; his new responsibility could change the future of S. Arlen forever.

Back at the shelter, the normally timid, and not-so-fearless Bill, has taken on the role of EOC leader and he enjoys his newfound popularity and sense of control. Hank finally makes his way to the shelter only to be welcomed by a very unhappy crowd. The refugees from River Oaks Drive have been given word that their homes are flooded, and Hank is responsible for the disaster after having opened the flood-gates to the dam.

Hank is exiled to a corner of the gym, while Bill relishes in his fascist-like power. When the rain ends Bill is reluctant to relinquish power, but is ultimately convinced by Hank to do so.
