When fifteen year old aspiring model Shana Taylor is found murdered, the team suspects her neighbor Neil Jacobs was involved after locating recent surveillance footage from a department store in which Shana is seen with him. They track down Neil to learn that he had befriended Shana and often overheard her arguing with her mother through the walls. Evidence of Shana's recently broken wrist further leads the team to believe that Shana's mother could have committed the murder. After news of Neil as a suspect is leaked in the paper by Margot Dixon, Shana's father attempts to shoot him and Clark ends up saving Arroyo from being hit in the shooting. The identity of the anonymous tipster is later revealed to be Deputy Mayor Holbrook who recently discovered that Margot and Clark are dating. They obtain a recent video message Shana sent to her father and discern from the background noise that she was at a traveling carnival. They find her sock there and question Neil again after seeing that he and Shana wore matching bracelets from the carnival. Clark and Owen coerce Neil to confess that he killed her there. Holbrook tries to throw a wrench in his ex-wife Margot's relationship with Clark when he offers Clark a seat on the Mayor's Safe City Initiative Committee. Clark attempts to persuade Agnes against letting their father back into their lives.
