The Music Meister calls the orchestra to order and the curtain rises on his greatest performance.

Black Manta pilots his Mantamobile onto the grounds of a rocket launch site and emerges with his allies Gorilla Grodd and Clock King. They plan to steal the rocket launching the new UN communication satellite into orbit. Aquaman, Black Canary, and Green Arrow are ready for them and the two sides approach each other. However, first Black Manta and then the others find themselves inexplicably compelled to sing and dance. The villain responsible, the Music Meister, reveals himself and explains that he has the power to hypnotically compel anyone to sing and dance whatever tunes he wishes. When he hears Black Canary sing, he falls in love despite when she hits a high pitch and triggers her sonic cry.

Batman arrives and watches secretly from a distance and Music Meister puts his six pawns to work loading his own special attachment into the rocket. He finally moves in and Music Meister directs his pawns to attack the Caped Crusader while he runs to the command center and launches the rocket. Batman easily defeats the hypnotized pawns but Music Meister orders his minions to dance into the rocket exhaust as it lifts off. As he flees, Batman manages to snare them with a Batrope and stop them long enough to collect them in a large net. Once Music Meister is out of range, his hypnotic spell ends and the four heroes quickly knock out the three villains. Black Canary is eager to work with Batman and is unaware that Green Arrow has feelings for her. Batman takes her on as a temporary partner, giving her a pair of protective earplugs, and they follow Music Meister’s trail.

In an empty theater, Music Meister performs on his pipe organ and explains to his non-existent audience how he learned of his powers as a child but was scorned and feared. Now he plans to force the entire world to sing his song. Batman arrives but the villain uses a smokescreen to make a hasty exit. Batman follows after him and Music Meister compels everyone he passes to dance to his tune. The heroes soon find themselves overwhelmed after Music Meister releases the prisoners from Arkham Asylum. Black Canary performs a solo piece declaring her love for Batman. Music Meister overhears her and sings his own solo about how he finds her voice so attractive. Black Canary hears him and declares that the villain will never have her. Music Meister responds by blasting her and Batman unconscious.

In his lair, Music Meister places the two heroes in a seemingly inescapable series of death traps and departs. Batman manages the lasers with the swinging guillotine guitars, drop a catwalk in the chamber to slow the crushing walls, and then drill a hole in the vat of acid underneath them so that it drains out before they can drop in.

Music Meister gathers all of his pawns at a stage and prepares to perform, wearing a music battlesuit. Using the built-in amplifiers, he takes control of everyone in the city, forcing them to steal for him. Next he focuses his hypnotic powers through the communications satellite, taking control of everyone in the world. Batman and Black Canary arrive and try to stop him, and even Green Arrow is forced to attack. However, his love for Black Canary causes him to hold back and then break free of the spell.

Sheer numbers prove too much and the heroes are overwhelmed. Music Meister removes Black Canary’s earplugs and takes control of her. Batman, refusing to accept defeat, begins to sing higher and higher and dares Black Canary to match him in the duet. As she pitches her song ever higher, Batman breaks free, grabs Music Meister’s microphone staff, and uses it to transmit Black Canary’s sonic cry across the world as she hits her highest pitch. All of Music Meister’s speakers blow out and everyone is freed of the villain’s spell. Batman delivers the final blow and Black Canary asks if he wants to go out for dinner. He tells her that crime doesn’t take a break and departs. Black Canary sings a last remorseful ballad but Green Arrow joins in, declaring his love for her, and the two finish a triumphant duet.
