Leslie is preparing a monumental going away party for her best friend in the entire world, Ann Perkins. As a going away present for Ann, she has also arranged to break ground on the Pawnee Commons, the project that introduced Leslie to Ann in the first place. As with everything in Pawnee, Leslie's objective requires a lot of string pulling.

Meanwhile, Ben, Tom, Larry and Andy help Chris pack up his house. In the midst of packing, Chris presents each of his cherished friends with a personalized Buddy Box, filled with a sentimental memento from their friendship. The guys also have a gift for Chris: a gift card to a pots and pans store. After Chris' sentimental presents, they feel like their gift card was inadequate, so they decide to find a better gift for Chris.

Leslie's party for Ann consists of booths to celebrate every holiday that Ann will miss over the next year. Leslie's surprise Pawnee Commons groundbreaking present isn't coming together smoothly. The head of the Public Works Department, Harold, has fenced off the area to keep Leslie off the property. Leslie will have to come up with a better plan to give Ann the ultimate parting gift.

While the Pawnee residents are celebrating every holiday of the year at the going away party, the Parks employees recall their fondest memories of Ann and Chris. Tom promises to let Ann into his future mega-club, no matter how old she is. Ron gives Ann the most touching goodbye he can muster, which isn't much by normal human standards, but it puts Ann in tears immediately.

Meanwhile, the guys have gathered a bag of mementos for Chris as a last-ditch effort at sentimentality. It still doesn't even begin to compare to Chris' parting gifts for his friends, though. Leslie finally confesses her Pawnee Commons plan to Ann, but adds that it's probably not going to happen due to road-blocking by the Public Works Department. Ann takes the reins and she and Leslie confront Harold at his house to make a deal. Unfortunately, they'll have to barter with Katherine Pinewood to get the job done.

Katherine is in no mood to play ball with Leslie. Ann puts Katherine in a headlock, which - amazingly - works, but they'll have to convince Pawnee's biggest celebrity, Perd Hapley, to sign on as a spokesperson for Sweetums. Luckily, Perd agrees to the deal. Back at the holiday party, the guys continue plotting the perfect gift for their departing friend. Ben finally confesses to Chris that they feel bad for their garbage gifts, but Chris doesn't mind at all. He's just happy that his friends are here to see him off.

Leslie and Ann manage to convince Harold to remove the guards from the Pawnee Commons property, and the groundbreaking ceremony begins as April delivers as much of a heartfelt goodbye as she can. Later, the guys stop by Chris' house to present him with an appropriate parting gift: a handmade empty Buddy Box to fill with future memories.

After a sentimental best friends goodbye, Leslie and Ann finally break ground on Pawnee Commons. The next day, the entire Parks Department arrives to see Ann and Chris off. Leslie and Chris bid one another a fond farewell, and Leslie says one last goodbye to her best friend in the entire world before Ann and Chris depart. After tears have been shed, everyone heads toward the one thing that can cure any heartache: breakfast.
