MDPD continues to scour Miami by every means available looking for the remaining prison escapees. We follow Memmo Fierro (escaped in 903) as he works his way thru the streets unnoticed. We learn that Memmo killed, Marisol, Horatio's wife/Delko's sister 5 years ago. Memmo makes his way to the pier where he proceeds to hijack a boat ruthlessly murdering the owner and stealing their valuables as well. The team remains one step behind. We learn that Memmo has a 11 year old daughter, Elsa, with his now ex-girlfriend, Ivonne. Elsa has since then put through the foster care system after he was arrested and Ivonne wasn't seen as a suitable parent. Ivonne has been unsuccessfully trying to get Elsa back for the past few years. Horatio pays a visit to Ivonne at the dry cleaner where she works and despite her denying she has seen him, the expensive jewelry is a give away and she tells him what she knows. Elsa war recently brought in to the ER a few weeks ago by the foster mother, for a household burn by Aaron the case worker was called in. Dade Memorial ER was too busy to treat her right away so they had to go to another hospital. Memmo goes to the hospital and shoots the nurse who was working during that time. He then proceeds to kill case worker Aaron for doing a bad job handling his daughter's placement. The team goes to Joanne Connors house, the foster mom of Elsa, and she has been shot but not killed. She reveals to them that she has not seen Elsa in days, that she disappeared after school. It is a mad search for Elsa. Memmo is aggressively seeking Elsa as is the team and Ivonne. It turns out the private placement agency was attempting to sell children, like Elsa, to wealthy families, under the assumption that the real parents are so unfit and will never get custody of them anyway. Horatio and Memmo find Elsa (hair recently dyed blond for her new life) being driven by Kenneth the head caseworker of the agency into a wealthy community. Memmo has a moment to speak with Elsa before going back on the run, and as Horatio is going to shoot at him to stop him from getting away again, Elsa asks him not to. In the end, the state decides to give Ivonne back custody of her daughter and they are sent off together to live elsewhere and have a new beginning. Meanwhile Memmo is still loose on the streets of Miami.
