On their way home, Dana and Trip are caught in the crossfire of the latest gang battle to erupt on the streets of Palm City. This time, ARK troopers are the target. In the aftermath, an ARK detective questions Dana about what she saw. Dana is upset by the gun battle, but also by the ARK detective's lack of concern for the neighborhood, and she calls him corrupt and incompetent. The ARK detective tells Dana to go home, leaving her with a veiled threat hanging in the air. Hiding in the background, Vince can only watch, helpless to protect his family.

Fleming meets with Scales on Scales' turf, the Palm City ports. Fleming wants to make a deal. In exchange for Scales keeping the violence out of the business district, Scales can do what he wants in the rest of Palm City. Fleming pledges that he'll help bring the gang lords in line so that Scales can become the "Godfather" of Palm City. Before Scales responds, Fleming is momentarily distracted by Chess, whom only Fleming can hear. Fleming snaps back to reality and Scales accepts.

Back at his depot, Vince asks Orwell to find footage of the gun battle that he just watched Dana and Trip get caught up in. Distracted, Orwell abruptly leaves without helping Vince - or saying goodbye. Just then, Raia comes running in with blood all over her hands - Rollo is hurt! Vince races to help. Rollo's in really bad shape. He explains that some of Scales' boys jumped him. Rollo overheard them talking about the deal Scales cut with ARK. Scales is bringing in a demolitions expert named Razer in order to expand his operation into Trolley Park. Raia's heard of Razer; he's a legendary Australian bomb maker. The tension gets to everyone and they all snipe at each other. In the end, Max refuses to pull up stakes as Ruvi suggested, but he agrees to play the part of the "Mayor" of Trolley Park and meet with Scales.

In the meantime, Fleming goes to his personal doctor, Samuel, to get checked out. He tells Samuel that Chess is back, and Chess is taunting and threatening him. Samuel asks Fleming why he keeps referring to Chess as a different person when, in fact, he's a part of Fleming. Samuel wants to speak to Chess himself...

At the Carnival, Vince looks for Orwell, who has withdrawn and is secretly hiding out in an apartment. Vince encounters Rollo, who calls him out for not fully embracing his role as The Cape. Rollo criticizes Vince for standing on the sidelines while Palm City is awash in violence. Vince points out that he's not the real Cape, and he's only doing this for his son and to take down Fleming. Rollo wears Vince down and convinces him that he has to do something. Raia finds Rollo out of bed and scolds him. She tells Vince that no one in Scales' crew has ever seen or met this legendary explosives man, Razer, which is part of his allure, and Scales is bringing him into town because he's the best. Vince has an idea, and it requires a crash course in bomb making…

Max goes to Scales' warehouse for a sit-down with him and another gang boss, Pokerface. Scales demands 20% of what Max and his crew hijack or steal and tells Max he must leave Trolley Park to make room for Pokerface. In exchange, Scales promises to provide "security." Max tells Scales to get back to him when he has a serious offer and leaves in a poof of smoke.

Orwell finally returns to the depot, still not looking too good. While she wires Vince for his undercover scheme, Vince asks her if maybe she's suffering from a form of PTSD from her ordeal with The Lich. Orwell snaps at him that she doesn't need a diagnosis and walks away.In Max's trailer, Ruvi tells Max he's had enough. Ruvi says that he's leaving to join his brother's credit card operation in the Northeast. Max convinces him to stay with the promise of a single word: Deveraux. Vince interrupts to get their help with his plan.

Scales' driver takes Razer, who uses a hearing aid, from the airport to Scales' warehouse. While en route, a taxicab swerves in front of them - it's Ruvi! He hypnotizes the driver as Rollo drugs Razer, then drags him away. Once the driver is back in the cab, Ruvi claps his hands and the driver remembers nothing. A bit dazed, the driver adjusts his rearview mirror, seeing Vince-as-Razer in the backseat.

Vince-as-Razer arrives at Scales' warehouse and is met by one of his thugs, Kazzie. Vince-as-Razer is brought to a hostile Scales, who tries to mess with him. But Vince-as-Razer sees through it and plays along, impressing Scales. Scales shows Vince-as-Razer to the room they've set up for him to build his explosives in. Another of Scales' thugs, Noodle, assures them that he's gotten all the supplies on Razer's list.

At the Carnival, Raia keeps watch over the real Razer, who's being held captive in the tiger's cage. Razer tries to butter Raia up, and succeeds in getting her to share a piece of gum. Razer smiles - he's up to something...Fleming visits Samuel at his office again, so that Samuel can talk to Chess. Once Chess emerges, Samuel promises to help him access information that Peter's keeping from him if Chess can keep a secret, specifically a secret from Peter.Back at Scales' warehouse, Kazzie is suspicious of Vince-as-Razer. Kazzie pokes around the strange materials and asks questions until Scales calls for him. Vince eavesdrops on the details of their next heist.

Meanwhile, Kazzie and Noodle heist an auto carrier of high-end cars. The Cape swoops in and spoils their plans, choking Kazzie with his cape until he's memorized a message to give to Scales. Kazzie delivers The Cape's threat to a frustrated Scales. Scales wonders how it is that The Cape knows what job he's going to do an hour after he knows himself. Just then, Pokerface calls. The Cape has busted his crew as well. And the icing on the cake for Scales is the arrival of Mick Reese, the ARK Security Coordinator he has a history with. Reese is there to collect Fleming's "tax." Scales accuses Fleming of putting The Cape on him, which Reese disputes. Why would Fleming interfere with Scales' operations when it will mean less money for Fleming?

After Samuel finishes his conversation with Chess, Fleming awakens. Samuel reassures Fleming that Chess won't be bothering him anymore. Fleming is skeptical, but when he closes his eyes, he can't locate Chess within himself. Fleming is pleased, but leaves Samuel with the warning that he should always be honest with him.

Back inside the room where Vince-as-Razer is supposed to be building the explosives, Vince has a tiny camera positioned to record the incriminating Scales/Reese conversation. Kazzie interrupts him, still suspicious. He thinks that Razer told them that the scarring was on the left side of his face, when the scarring on Vince-as-Razer is on the right side. Vince assures Kazzie that he must've misheard him.

Pokerface and another gang leader, Lil' Mr., meet with Scales at the docks. They're upset that The Cape is interfering with their operations and accuse Scales of having a snitch in his house.

Angry, Scales returns to the warehouse. He tells Vince-as-Razer that they're moving ahead of schedule and describes a plan to kill Max. When Vince-as-Razer comments on the cleverness of the plan, Scales becomes suspicious, telling him that it was his plan.Back at the Carnival, Ruvi hears a BOOM! He rushes to the tiger cage to find the lock blown off the door and Razer missing.

Scales calls a meeting of all his thugs, including Vince-as-Razer, to tell them that he's found a rat in his crew. Back at the Carnival, Max, Rollo, Ruvi and Raia realize that with the real Razer loose, Vince is danger and they have to do something to help him. Ruvi suggests they let The Cape save him. Max agrees.At the warehouse, Scales presents a cake and gives a slice to everyone on the crew who's done well. As the real Razer reveals himself, a furious Scales presents the last piece of cake to Noodle, then turns to Vince-as-Razer, yelling, "No cake for you!" Scales orders his thugs to take Vince to the showers to be tortured.

At the Carnival, Max digs out an old cape and practices with it.Back in the warehouse showers, Vince offers to tell Scales whatever he wants to know, but Scales prefers to inflict pain on Vince first. Scales, Pokerface and the thugs beat Vince brutally. Scales asks Vince where The Cape is, then wonders if maybe Vince is The Cape. Suddenly, the lights flicker and go out and The Cape appears. The Cape (Max) disarms several of Scales' goons, then vanishes in a burst of smoke. Scales turns and sees that Vince is gone, too.

Back at the depot, Vince thanks Max in his own way. Vince contacts Orwell to tell her that he has the smoking gun they've been waiting for, the footage that will finally bring Fleming down. Orwell is still withdrawn, in the same apartment she was hiding out in earlier. But now we see that she has painted the entire place white. Something is very, very off with Orwell...
