Batman flies into intergalactic space with the superhero brothers Hawk and Dove. The two brothers spend most of their time arguing, and the aggressive Hawk objects to Batman giving them orders. Batman drops off the two men to take out the ground forces while he immobilizes the battle cruisers so they can bring both sides to the negotiation table. Batman uses an EMP pulse to succeed and Hawk and Dove compete to see who can take out the most soldiers. Later, the two alien forces prepare to sign a treaty. When Hawk and Dove start fighting again, Batman quickly gets the aliens into his Batshuttle for a celebratory toast.

Upon returning to Earth, Batman meets with the Global Peace Agency. The two GPA operatives complain that Batman hasn’t found General Kafka, a wanted war criminal, and call in janitor Buddy Blank. As they wait, they warn that Kafka is working on an organic metal and plans to use it to upset the balance of power in the region. When Buddy comes in, he fawns over Batman and claims he’s the Caped Crusader’s biggest fan. Unfortunately, Buddy is awkward and clumsy. The GPA operatives order him out and then explain that Buddy is Batman’s new partner. Batman doesn’t understand until the operatives trigger their AI orbital satellite, Brother Eye. Brother Eye feeds a beam of energy into Buddy, transforming him into the One-Man Army Corps, Omac. The GPA operatives explain that Omac has no memory of his existence as Buddy Blank. Omac shakes Batman's hand in a crushing grip and aggressively insists they should get going.

Batman and Omac travel to Europe and sneak up on Kafka's camp. Omac calls upon Brother Eye to upgrade him, providing him with jumping ability so he can leap into the camp and take Kafka's men unawares. Thanks to his strength and invulnerability, Omac makes short work of the guards. The two heroes enter the control center where Kafka is waiting for them. Omac goes after Kafka but as Batman moves in, Equinox steps out of the shadows. He tells Batman to stop interfering and let the two pawns fight it out as part of his scheme to bring balance to the world. Batman tries to enter the fight but his Batrope breaks and he falls to the grounds as Equinox departs.

Omac gets the upper hand over the merely human Kafka and has Brother Eye feed him the power to blast the villain into ashes. Batman stops him at the last minute and the blast goes wild, bursting open the vat of organic metal. Omac and Batman escapes while the wave of liquid metal washes over Kafka. The heroes get outside and Batman protests Omac's violent actions. Kafka emerges from the ruins, covered in the liquid metal and proclaiming that he's now Shrapnel. He fires blasts of metal shards and one of them strikes Omac's power converter. He reverts back into Buddy Blank and Batman gets him away before Shrapnel can kill them both.

Back in the U.S., the GPA operatives accuse Batman of failing on his mission and refuse to accept that Equinox interfered and caused Omac to revert back. They insist it was a malfunction of their "weapon," but Batman insists that Buddy is a human being, not a weapon, and Omac would do well to have some of Buddy's spirit.

Buddy is resting in his quarters and eager for another shot at Shrapnel. Batman comes in and Buddy admits that he failed. The Caped Crusader assures him that he has a hero inside, literally and figuratively. They're interrupted when the building shakes as Shrapnel attacks. Buddy transforms back into Omac and the two men run outside. Batman wonders how Shrapnel is getting the energy to keep regrowing his own organic metal mass. Omac charges into battle against Batman's advice and starts pounding on the villain. Meanwhile, Equinox intervenes and explains that Batman is interfering in his carefully-laid plans. Batman tries to defeat him but his Batarang proves useless when Equinox transforms it into a living bat with a wave of his hand.

As Shrapnel fights Omac, he explains that he survived a GPA "peacekeeping mission" on his home village. Shrapnel plans to get revenge on the GPA, and start with Omac b y slamming him through a building. Meanwhile, Batman discovers that Equinox can counter his every attack. The enigmatic villain explains that he plans to bring balance to cosmos by destroying a city to balance the city that the GPA destroyed. Batman realizes that Equinox has choreographed the situation so that the nearby nuclear reactor will be set off. Shrapnel has smashed Omac into a nuclear power plant, destroying the control systems.

As Shrapnel moves in for the kill, he boasts that the energy from the explosion will make him more powerful than ever. Realizing the source of Shrapnel's power, Omac realizes that Batman's more peaceful approach is the key. He orders Brother Eye to divert all energy to defensive shields. Shrapnel smashes him through the wall and out onto the street below.

Batman tries to get into the power chamber to manually insert the control rods. His skeleton key breaks as Equinox, thwarting Batman's every attack and countermove.

Outside, Omac refuses to fight back or surrender to Shrapnel. Shrapnel begins to lose power without any incoming energy to sustain him. Omac finally trips the villain and then restrains him with a girder driven into the ground. However, doing so expends the last of his power and Omac reverts into Buddy. Buddy realizes what's going on and runs into the power plant to help Batman.

Batman tries to get into the power chamber and Equinox moves in to stop him. Buddy tackles the villain and stops him, saying it's his turn to save the day. Batman gets into the power chamber and lowers the control rods, stopping the meltdown. He receives a lethal dose of radiation but Equinox says that his plans don't permit the Caped Crusader's death. He heals Batman with a touch and then teleports away. Buddy dons a protective suit and hauls Batman to safety. Outside, Buddy reveals that he's battered but unbowed, and boasts of how Equinox won't dare return to face them again. Batman isn't so sure.
